Why the finish line is a good moment to give somebody something
A finisher gift is not the same purchase as a giveaway, and the difference is entirely about timing.
At a stand you are competing for attention from people walking past. At a finish line you have somebody who has just done a hard thing, is pleased with themselves, and will remember the next few minutes for a long time. Almost anything handed over at that point lands better than the same item handed over anywhere else.
Two practical consequences follow.

No fiddly packaging, nothing that needs two hands or an explanation, nothing that has to be carried carefully. A tote bag is well suited because it opens the hand rather than filling it, and because it solves the immediate problem of carrying everything else.
The bag is doing two jobs, so buy for both
On the day it is a container for whatever finishers are given. Afterwards it is the thing that goes home and gets used. A bag chosen only as a container is one nobody keeps, and a bag chosen only as a keepsake often is not large enough to hold the contents.
RISE is a Brighton charity supporting women, children and families affected by domestic abuse, and has run since 2008. The 8K is a women-only race along the Undercliff, and the money raised funds the charity's services.

What goes in a finisher's bag
The bags at the RISE 8K were filled with items from the event and its supporters, which is the usual pattern and the reason the bag matters more than most single giveaways.
If you are putting one together, the rule that holds is the same as for a delegate pack: if two things in the bag do the same job, cut one. Four leaflets is not a finisher's bag. Something to eat or drink, something to keep, and the practical information a runner needs afterwards is usually enough, and the bag itself is normally the item people still have in a year.
