Halloween week gives a shop or a café a reason to hand something over with a purchase. Branded sweets at the till are the simplest version, and they suit a counter where the gift has to be small enough to give to everyone.
If you're packing purchases, a printed paper bag with a seasonal design turns the packaging into the promotion. A tote bag does the same job for longer, because it gets reused after the week is over.

Trick or treat trails, school discos and club parties need merchandise that's easy to hand out in numbers. Drawstring bags work as a sweet bag on the night and a PE or kit bag after it, and they have a large print area on the back, so a school or club name is easy to read.

Novelty works at Halloween in a way it rarely does at other events. Syringe pens and other themed pens get picked up because they're funny, and they get used because they're still pens. Pair a novelty item for the crowd with something better for the people you actually talk to, such as a travel mug or a coloured tote in a seasonal shade.

That the product suits the age group, that nothing in it is a risk to young children, and that sweets carry the information parents need.
Products for children come with rules that other merchandise doesn't. Anything designed as a toy has its own safety requirements, small parts are a hazard for young children, and sweets need ingredient and allergy information a parent can read before a child eats them. Check the product page for age guidance, and if a product isn't intended for young children, don't hand it to them.
